In this time of need, the first Immortals came into their strange powers, powers so great that they succeeded in destroying the beast ravaging the land, where everyone else had failed. To prevent such destruction from happening again, the Immortals banded together to form a Council that would enforce order and stability on a global scale, intervening at every hint of war or chaos. The Immortals may be very powerful, but they are few in number. Even they cannot oversee all the lands. That is why they rely on their mortal agents, the Arbiters, to protect the inhabitants of the earth from the more everyday dangers they face. The Arbiters spread across the earth, ridding it of bandits, unruly monsters, and corrupt officials; their word is law.
