FLIP, return all Monster Cards on the Field to the Decks of their respective owners and shuffle them. The two players must then take (not draw) cards from their Deck until they have the same number of Monster Cards as previously returned to their respective Decks. Level 4 or lower monsters are Special Summoned to the Field in face-down Defense Position. The remaining cards are discarded to the Graveyard.
