Following an operation to apprehend a group of terrorists, NCIS Special Agent Caitlin "Kate" Todd is shot in the head by a sniper. The team leader of the MCRT she is part of, Leroy Jethro Gibbs, is convinced that the culprit is one Ari Haswari, a Mossad double agent they had previously encountered. He sets out to track down the sniper with the help of the other team members: Anthony "Tony" DiNozzo and Timothy "Tim" McGee. The entire team has visions of Kate Todd. At the same time, Thomas Morrow, the former director of the agency recently promoted to Deputy Director of Homeland Security, is replaced by Jennifer Shepard, a former teammate and Gibbs' conquest in Paris. Her relationship with Gibbs needs to be clarified.
